This submission, a collaborative effort with our partners, the Science Justice Conscience Society (BAVDER) and the Initiative for Rights Association (HAK İnisiyatifi), aims to bring attention to the profound human rights challenges faced by victims of the KHK decrees in Turkey.

What is the EPI Process?
The UN’s Universal Periodic Review (UPR) is a unique process under the Human Rights Council (HRC), aiming to assess the human rights records of all UN Member States every four to five years. Within this framework, states receive feedback and recommendations from other member countries, as well as input from NGOs and civil society organizations, on their human rights practices. The upcoming session, where our report was submitted, marks the fourth cycle of the UPR for Turkey.
The EPI process, or Enhanced Periodic Review Implementation process, specifically refers to efforts to ensure effective implementation of UPR recommendations. It is an ongoing dialogue focused on monitoring states’ compliance with previous commitments and addressing emerging human rights issues. This process ensures accountability and continuous improvement in upholding human rights standards.

A Unique Approach to Reaching a Wider Audience
We believe that in order to effectively reach the international community, we must use innovative methods. This is why we chose to leverage artificial intelligence for our latest radio program. The content was created using Google NotebookLLM, an advanced tool capable of generating engaging and insightful narratives. It’s important to emphasize that neither our foundation nor our partners provided any direct input into how the AI-generated characters should summarize the report or where they should display emotions. The AI-generated dialogue, tone, and emotional depth were developed independently by the system based on the report’s content.
The result is a program that explores the implications of our report, highlights the voices of those affected, and presents the gravity of the issue through a neutral, unbiased lens. Our intention was to allow the facts to speak for themselves, free from external influence or narrative direction.
Understanding the Impact of the KHK Decrees
The KHK decrees were originally presented as temporary measures to stabilize the country in the wake of political turmoil.
